Sir:-
I am directed by the Secretary of State for Foreign
Affairs to refer to my letter of the 12th instant
respecting the question of direct correspondence
between the Goverment of Hongkong and the Provinciel
authorities of Canton, and to transmit to you for the

infomation of Mr. Pecretary Farcourt, copy of a des-
patch on the subject since received from Hits Majesty's
Finister at Pekin.
In view of the observations on the subject of.
correspondence concerning the Canton-Kowloon Reilway
contained in Sir J. Jordan's despatch of July 28th to
Sir F. Lugard, I am directed to express to you Sir F.
Grey's concurrence, without any reservation, in the
instructions which Mr. Harcourt proposed to issue to the
Government of Hongkong as indicated in your letter
of
